The American social and cultural critic Lewis Mumford was among the first – in 1942 – who advised war-torn Europe to counter the destruction wrought by bombs and shells by continuing to destroy. In contrast to what had gone before, however, this demolition was to proceed in a rational and deliberate manner, the aim being to make room for modern housing and living. Indeed, Europe had been in the grip of a veritable planning euphoria since 1940.
